Green World Solutions, Inc. Awarded Subcontract


Deloitte Consulting, LLC on behalf of the U.S. Navy, Defense Health Agency has awarded a new subcontract to Green Worlds Solutions, Inc., Inc. for its GSA Task Order contract vehicle. The Firm Fixed Price FFP contract holds a total value of $425,000.00. The contract will allow Green Worlds Solutions, Inc. to complement Deloitte’s significant capabilities.

Overview

Deloitte Consulting LLP was awarded the above prime contract/task order by the Defense Health Agency and has selected Green World Solutions (subcontractor) to serve on this project team Engineering Management Support Services (EMSS).


The purpose of this contract is to provide engineering management and technical support for the full range of DHA’s Electronic Health Record (EHR) systems and software, which are used to support DoD’s medical operations at globally located facilities and deployed locations. The required engineering management and support must keep the EHR systems and software running seamlessly through their current sustainment lifecycle phase and during the transition to the next generation EHR systems and software.

Engineering Support Services


Manage, oversee and implement the formation of the DHA Cloud Broker Service (CBS) to enable and accelerate enterprise cloud adoption.  The CBS will establish a common provider for the delivery of cloud services, enabling IT to optimize spend, strengthen and grow service adoption, and more effectively manage technical and business change while reducing business and technical risk.


Green Worlds Solutions, Inc. Focus


1.    Provide Strategic Planning and Support:

 

  • Support development and maintenance of the DHA Cloud Strategy, which will define the impetus for movement to cloud and various program, technical, human capital, financial, management and governance related changes required in order to transition and manage specific MHS applications to the cloud.

  • Support development and implementation of the CBS Roadmap which shall include a project management plan, staffing and workgroup structures, and deliverables as they relate to the PMP for CBS stand up.  CBS Roadmap should address technical, governance, financial, business process, programmatic and specific application transition activities, in accordance with pre-defined application migration project plans.


2.    Provide Portfolio Management Activities: 

 

  • Consistent with the DHA Cloud Strategy, manage the implementation of and report on the target CBS Hybrid Hosting Portfolio. This function will include but not be limited to providing day-to-day cloud service delivery, including achieving service agreements and relationships with commercial and government cloud providers in line with customer requirements. This function will include but not be limited to providing technical engineering subject matter expertise, delivering and operating cloud infrastructure, executing cloud migrations, developing service agreements and coordinating with CSP technical experts.

  • The contractor shall additionally support infrastructure / system technical reporting efforts including IT capability consolidation and reporting.  As part of FDCCI and DoD-equivalent requirements, the contractor shall support tracking and reporting on Data Center Consolidation Efforts.


3.    Provide program management activities in support of the CBS: 

 

  • The contractor shall serve as technical Program Manager for the CBS Program, serving as Action Officer Lead for CBS IPT.  This function will include but not be limited to development of the program objective memorandum (POM) plan and related spend for the DHA CBS, including infrastructure, application migration and sustainment and management/oversight practices.  The contractor shall be responsible for identifying the need for and submitting any unfunded requirements in support of the CBS. 


4.    Provide project management activities in support of the CBS:

 

  • The contractor shall provide meeting facilitation and management support, including development of minutes and actions for each of the meetings stood up under the CBS.  The contractor shall develop and manage integrated master schedules (IMS) related to individual projects as required to implement and sustain the CBS Program.


5.    Support Business Process Reengineering across the MHS enterprise:

 

  • The contractor shall coordinate and advocate for process alignment and changes (as required) to implement and sustain the CBS Program, including development and documentation of new Business processes across the DHA enterprise. These will include but not be limited to: cloud on-boarding, technical design and evaluation, test and evaluation, deployment and sustainment efforts. In support of BPR efforts, the contractor shall identify and escalate duplicative efforts across the process and DHA Organizations and support identification of key roles to ensure appropriate Government and Contractor support resourcing of CBS functions.


6.    Support Business Process Reengineering across the MHS enterprise in context of cloud adoption:

  • The contractor shall serve as Cyber SME for the ESA-BAD office, providing Cyber Architecture support of the CBS and other supporting programs (ex: Med-COI) as needed.


8.    Serve as Agreements SME: 


Provide agreements support for CBS and other initiatives (ex: Interagency) as needed
