Miguel Pagan, PMP, CISSP
President and Founder

Miguel Pagan, PMP CISSP, President & CEO is the founder of GWS and has served as CEO since its inception in 2007. Miguel Pagan has over 16 years Project Management experience and eight years in strategic health care initiatives. Mr. Pagan is a proven professional who, in addition efforts in Health Community Initiatives, has managed and supported various technology efforts for numerous Navy commands, Export/ Import Bank of the US, Department of Interior, Department of State, CENTCOM, and Numerous Commercial and Federal Institutions.

Chris Jones, CFCM
Sr. Exec. Vice President

Chris Jones, CFCM with a background as a federal Contracting Officer, certification as Federal Contracts Manager, and 25 years of proven Program/Project Management; Mr. Jones has excelled in enabling the measured success of his client base. Most notable was his direct participation in establishing the first DoD contract for Defense-Wide Strategic Sourcing for Services in the country. He understands and is extremely familiar with the demands in various defense technology fields and assuring that command mission and objectives are met successfully.


David Smith
Director of Acquisition Support
Project Mgr Construction Services

David Smith, Director of Acquisition Support & Program Manager for Construction Services has over 39 years of Program Management experience. Having worked as a Supervisory Contract Specialist for Naval Facilities Engineering Command’s Mid-Atlantic Engineering & Acquisition Division (FEAD), Mr. Smith brings a wealth of experience and expertise to the GWS team. Highlights from Mr. Smith’s career include serving as Supervisory Engineering Technician at Naval Air Station Oceana, Facilities Support Contract Manager, and  Planner/Estimator.  Mr. Smith holds a Bachelor of Science in Management, a Professional Designation in Contract Management from the University of Virginia, and NAVFAC Construction Safety Certification.  He retired as a Certified Level III Warranted Contracting Officer and Small Disadvantaged Business Utilization Specialist (SADBU).
